The Program
Grants permanent residence to immigrant entrepreneurs who are willing to build business in Canada with innovative ideas and possess required skills for the business.
• The new business should be operated in Canada, create jobs for Canadians and drive economic growth.
• Successful applicants are linked with organizations so they can receive funding, guidance and expertise
Eligibility
- Minimum language requirements in English or French (CLB 5 in all abilities).
- Sufficient funds to settle in Canada.
- Pass Canadian security and medical clearances.
- Prove business support by a designated organization.
- Meet the ownership requirements.
- Each applicant must hold a minimum of 10% of the voting share capital of the Company.
- Each applicant with the Angel Investor must hold at least 51% of the voting share capital of the Company.
No more than 5 foreign nationals may apply for permanent residence as part of the same business venture under the Program
What you need to understand?
Venture Capital Fund
- Private organization that raises and manages capital to place equity investments in start-ups.
- Investment of at least $200,000
Angel Investor Group
- Private organization that is made up of members who invest their own capital in start-ups, usually in exchange for equity.
- Investment of at least $75,000
Business Incubator
- Private organization that helps start-ups grow by offering a range of services, which can include: physical space and facilities, capital, business mentoring, networking connections.
- Confirmation of being accepted into its business incubator program
Commitment Certificate
- This demonstrates that the applicant has obtained support from either a venture capital funds, angel investor groups, and business incubator organizations.
- Investor organization submits a completed Commitment Certificate directly to Immigration Canada.
- The purpose of Commitment Certificate is to summarize the relevant details of the commitment between the investment organization and the applicant.
Letter of Support
- The applicant will receive a letter of support from the investment organization.
- This is submitted with their application for permanent residence.
- If there are two or more applicants as part of the same business venture, the commitment by the investment organization can be conditional upon one or more “essential persons” receiving their permanent residence.
Peer Review
- If Immigration Canada has concerns, they can request a Peer Review to assess genuineness of the business and/or commitment made by the designated organization.
- A Peer Review is an independent assessment of a commitment by a panel of experts convened by the industry association that represents the lead designated organization listed on the Commitment Certificate.
